Paraphrase of telegram from the Governor of Hong Kong to the

Secretary of State for the Colonies. (Received, Colonial Office, 10.10 a.m. 26th September, 1916)

With reference to your telegram of the 22nd September in cipher, All ranks will, assume, receive free rations and free quarters. Is it necessary that officers and warrant officer should speak Chinese; if

unless Portuguese or Portuguese who are British subjects are acceptable, number could not be obtained. I assume from rates of pay that Assistant Interpreters are to be thinese. How many of them are required?
